Job Description

JOB SUMMARY

Experienced Business Analyst Budgeting, must possess a solid background in financial planning, budgeting, cost management, and performance analysis, with proven experience in the oil & gas or similar industry.

JOB ACCOUNTABILITIES

1. Prepare and consolidate annual budgets and periodic forecasts in line with corporate objectives.

2. Monitor and analyse actual financial performance against budgets and forecasts.

3. Conduct cost analysis and recommend efficiency improvements across operations.

4. Generate accurate financial reports and performance dashboards for management review.

5. Support strategic planning through financial modelling and scenario analysis.

6. Collaborate with departments to gather and validate financial data and assumptions.

7. Ensure compliance with internal controls, financial regulations, and audit requirements.

8. Utilize ERP systems (e.g., SAP, Oracle) for budgeting, reporting, and data analysis.

9. Evaluate financial impact of projects, contracts, and investment decisions.

Identify and implement improvements in budgeting and financial planning processes.

OPERATING ENVIRONMENT

The role operates within a structured environment, primarily office based. It involves working under high-pressure conditions, especially during budgeting cycles and audits, requiring strict adherence to deadlines, confidentiality, and regulatory compliance. The position demands strong analytical focus, collaboration with cross-functional teams, and effective communication, ideally in both Arabic and English.

QUALIFICATION & EDUCATION, EXPERIENCE, TRAINING & KNOWLEDGE

Qualification & Education:

1. Bachelor’s degree in finance, Accounting, Economics, or a related field; a master’s degree is an advantage.

Certification: CMA (Certified Management Accountant) is preferable; additional financial certifications are a plus.

Experience:

Minimum of 5–7 years of relevant experience in budgeting, financial analysis, and cost control, 3 years in the oil and gas industry is preferable.

Training & Knowledge:

1. Strong understanding of oilfield operations, financial regulations, budgeting practices, and performance management in a governmental or energy sector context.

2. Formal training in financial planning, ERP systems (e.g., SAP/Oracle), and data analysis tools is preferred.
