Job Description
Key Responsibilities:
1. Tender & Estimation:
Review tender documents, drawings, specifications, and BOQs to understand project scope and client requirements.
Prepare detailed quantity take-offs, cost estimates, and pricing for all civil and infrastructure works (roads, utilities, bridges, drainage, etc.).
Analyze and evaluate technical and commercial risks associated with the tender.
Liaise with design, procurement, and execution teams to gather cost-related data for estimation accuracy.
Develop comprehensive pre-tender cost models and cash flow analysis.
Prepare cost comparison sheets and recommend the most cost-effective solutions.
2. Pricing & Cost Control:
Prepare and finalize unit rates and pricing based on market conditions, supplier quotations, and productivity analysis.
Identify and optimize cost-saving opportunities through value engineering and alternate material proposals.
Maintain a pricing database and benchmark costs from previous projects to ensure competitiveness.
Evaluate subcontractor quotations for technical and commercial compliance.
3. Coordination & Documentation:
Coordinate with consultants, clients, and internal stakeholders for clarifications and queries during tendering.
Ensure compliance with company policies, procedures, and client requirements in all submissions.
Prepare bid summaries, technical clarifications, and tender presentations for management review.
Support Tender Manager during negotiations and post-tender clarifications.
4. Market Awareness:
Stay updated with current market rates, material costs, and subcontractor performance.
Monitor changes in construction methods, codes, and standards applicable to KSA infrastructure works.

Bachelor of Technology/Engineering(Civil), Master of Technology/Engineering(Civil)
Any
Qualifications & Experience:
Bachelor’s Degree in Civil Engineering (Master’s preferred).
8–12 years of experience in estimation and pre-tender activities, preferably with a reputed civil / infrastructure contractor in the GCC or KSA.
Strong knowledge of pricing, BOQ preparation, rate analysis, and cost estimation software (e.g., Candy, Excel, AutoCAD, etc.).
Hands-on experience in estimating roads, highways, utilities, and large-scale infrastructure projects.
Familiarity with Saudi Aramco, Royal Commission, NEOM, or PIF projects is an added advantage.
Excellent analytical, negotiation, and communication skills.
