Job Summary:
A highly skilled and experienced Urban Road Asset Management Operations Expert is sought to lead and oversee the management, maintenance, and optimization of a substantial urban road infrastructure portfolio in Riyadh. This key role requires a minimum of 15 years’ experience in road projects, municipal facilities, and buildings, with at least 10 years specifically in managing road assets. The successful candidate will be responsible for developing and implementing asset management strategies, conducting regular assessments and audits, collaborating with engineering and planning teams, and utilizing asset management software and tools. Strong communication, problem-solving, and analytical skills are essential, along with proficiency in applying ISO55000/PAS550 processes and experience with performance-based contracts. This contract position offers the opportunity to significantly contribute to the safety and mobility of the urban environment while working with a leading engineering consultancy firm on a project with the Ministry of Municipality and Housing.
Key Responsibilities:
Develop and implement asset management strategies for urban road infrastructure, including roads, bridges, and traffic systems.
Conduct regular assessments and audits of road assets to identify maintenance needs, prioritize repairs, and ensure compliance with safety standards.
Collaborate with engineering and planning teams to devise long-term maintenance and improvement plans for road assets.
Utilize asset management software and tools to track asset conditions, maintenance schedules, and performance metrics.
Analyze data to inform decision-making around asset allocation, budget planning, and resource management.
Engage with local government, contractors, and stakeholders to facilitate effective communication and collaboration on road projects.
Provide technical expertise and guidance on road design, materials, and construction practices.
Monitor industry trends and best practices in asset management to enhance operational efficiency.
Prepare reports and presentations for management and stakeholders on asset conditions, performance, and investment needs.
Train and mentor team members on asset management principles and practices.

Qualifications:
Holder of a Bachelor’s degree in Civil Engineering as a minimum.
A minimum of 15 years of experience in road projects, municipal facilities, and buildings.
At least 10 years of experience in managing road assets, municipal facilities, and buildings.
A minimum of 5 years of experience applying ISO55000/PAS550 processes in the roads sector, including conducting gap analysis and maturity assessments.
International experience in designing or managing performance-based contracts is required.
Strong understanding of asset management principles, methodologies, and best practices.
Proficiency in asset management software and tools.
Excellent analytical and problem-solving skills.
Strong communication and interpersonal skills to work collaboratively with diverse teams.
Ability to manage multiple projects and meet deadlines in a dynamic environment.
Professional certification in asset management (e.g., PMP, ISO 55000) is a plus
